NOAH, UNICEF WebSAFE for Children conducts DRRM training in Carles, Iloilo

UNICEF WebSAFE for Children in partnership with UP NOAH conducted a three-day community-based training program for disaster prevention and mitigation for the community leaders and youth volunteers of Carles, Iloilo.

The training held last 19-21 April was attended by barangay officials, concerned individuals, and even youth representatives from 27 barangays who were very eager to learn more about disaster risk reduction and management (DRRM) using the tools and technologies of UP NOAH.

The first two days of the workshop was held at the Punta Beach Resort, Carles, Iloilo which the local government unit of Carles graciously provided for the trainers.

During the workshop, MDRRM Officer Julieto Manggasang stated that the training would greatly help the municipal officials in polishing their municipal DRRM plans.

During the training, a historical analysis workshop was conducted. This was to ensure that there is adequate and timely hazard risk identification in Carles. In that regard, the residents were tasked to identify the hazards they have encountered over the years. The activity also served as an avenue to integrate the local knowledge of the community regarding hazards and disasters in their local DRRM plans. This paved way for the UNICEF and NOAH trainers to analyze and determine the probability of these hazards happening again using the tools accessible in UP NOAH website.

The participants were also taught how to identify the risks in their immediate vicinity.

A mapping workshop was also conducted. The participants were able to identify the fastest routes from their houses to the evacuation sites. They also identified the locations of their community’s critical facilities (church, schools, health center, etc.), and even the houses of important members of society like doctors, nurses, the barangay captain, and other community leaders.

A contingency planning workshop was held on the second day following the R.A. 10121 Implementing Rules and Regulations, where:

“The Provincial, City, and Municipal DRRMOs or BDRRMCs, in coordination with concerned national agencies and instrumentalities, shall facilitate and support risk assessments and contingency planning activities at the local level”

During the contingency planning workshop, the participants were asked to fill out a scenario generation table for several natural hazards. They were tasked to identify a certain hazard event (e.g. Supertyphoon Yolanda, typhoon Frank) and indicate the casualties, affected population, and its effects on the community (housing, properties, and tourism, among other things).
