Project NOAH officially launched its new disaster risk reduction and management online platform today, 11 December 2015. New innovations and features were added to the platform [http://noah.dost.gov.ph] to enhance the existing disaster information and management system.
The information and improved tools included in the platform can be used in terms of planning against and preparing for disasters.
The event was attended by Department of Science and Technology (DOST) Secretary Mario G. Montejo and Department of Interior and Local Government (DILG) Central Office Disaster Information Coordinating Center (CODIX) Chief, Engr. Edgar Allan B. Tabell . Other relevant stakeholders and concerned individuals working closely towards a disaster-free Philippines also graced the event.
Since Project NOAH’s inclusion to the NDRRMC’s Pre-Disaster Risk Assessment (PDRA) system, the old platform [http://classic.noah.dost.gov.ph] has been instrumental in identifying areas that would be hit by hazards brought about by extreme weather events. In line with the NDRRMC’s principle that warnings should be “hazard-specific, area-focused, and time bound,” the Project NOAH website has had great success in determining which hazards would hit specific areas at particular times. Users can count on more successes with the introduction of the newest platform which provides more information in addition to being more user-friendly.
Along with the release of the new platform, NOAH also announces the completion of different hazard maps. These include detailed, Barangay-level flood hazard maps , storm surge hazard maps for all coastal municipalities, landslide hazard maps for the entire Philippines, as well as the hazard maps for debris flows, a lesser known but extremely dangerous hazard.
Another new feature on the website is the improved WebSAFE application, an impact assessment tool developed through the collaboration of Project NOAH, The World Bank and UNICEF. With WebSAFE, local governments can more easily calculate how many resources (relief goods for example) they need to prepare and allocate in case a severe weather event strikes. This is a powerful tool to have, considering limited resources for disaster management.
The newest version of the Arko mobile application was also introduced along with the website. Arko was jointly developed by DOST-Project NOAH and Pointwest Technologies, Inc. This app, which was one of the winners of the 2014 World Summit Awards for Mobile Inclusion and Empowerment, provides users with location-specific flood hazard maps. It now features the added function of showing storm surge and landslide hazard maps.
